In this Cable 8 News Story, eight years ago today the Chautauqua County Humane Society decided to operate as a "no kill shelter". While it doesn't euthanize healthy or friendly animals -- there are occasionally dogs that can't be adopted out because of certain behavior issues. As Cable 8's Jade Boice explains -- a new effort has begun to help give these animals a second chance.
